I suggest your friend goes to Morlaix. The best framer there is

6, Place St Martin
Tel 02 98 62 18 32
Its up just below the rail station. He has some nice mdg from Molgra and uses Canson boards.
My second suggestion would be..
Le Baisier De L'Hotel de Ville
4 Place Viarmes
Tel. 02 98 63 44 79
right in the centre - good parking outside.
