If you aren't sure, just resolve to only make square frames, problem solved !
Seriously, the glazing industry is height then width, but many Aust framers seem to take the US way and measure width then height.
Maybe that is common practice there, and why many cmc machinery do the width x height.

If it is framed art, and to be glazed, consider using acrylic. Or, sent it unglazed and have it temp fitted, so it can easily be removed and glass added at the destination by a local framer of the purchasers choice. It's actually called sheet glass, or sheet drawn glass. Prior to that, they made cylinder glass and before that crown glass. For keyhole plates, you generally only need a void behind (no need for a fancy shape) which can be made with a wood drill bit with centring tip of suitable dia. I do recommend the mylar method (as suggested by Robo) for mini bats to framers here, works great because not near as much weight to worry about. So, Mylar/Melinex is not good for a full-sized bat?
