My choice would be fishing line. Just 2 per arrow would be needed. I would use a red coloured 6lb breaking strain line. Use a needle to make a pair of holes for each cord, preferably just under the edges. Once knotted on the back, then tape over the line to stop any slippage.

The grain of obeche definitely needs sealing and filling. I would use a sanding sealer, a number of coats and sanded between coats. There was a gallery in Leamington Spa that had a gallery at the from with framing at the rear in a separate room. Whilst busy one Saturday a car pulled up outside and 3 people got out, came into the shop and lifted bundles of mounted limited edition prints. Made a clean getaway and were never caught...

Trying to resolve problems caused by an earlier bad framer can be a nightmare. Quite a good trick to save you time and the customer money is to suggest they mount them themselves. You can provide the board and when they are happy with the result, then you will frame it. This has solved a huge number...

If you use a scapel, you should be able to use the coin as a template to accurately cut an opening in the mountcard. Then it should just be held in with a good quality acrylic non drying tape from the reverse.
