At least your artist client has some common cense to do this procedure in the proper order of operation. My preference would be a PVA or EVA adhesive.

It is used by candle makers to harden the candles. You can also add carnauba wax which is harder and has a higher melting temperature.

Justintime, The hangers can be attached to the internal frame(wood strainer), close to the outer frame, if there is secure attachment to the two.

I agree with VintageFramer in that a sub-frame (internal strainer in North America) is the best solution. The wood sub-frame doesn't have to be made from super thick timber. Those are long obsolete "glazers points". I agree that you should be updating your supplies. The Fletcher Terry part number is 08-511 if they are still available. They are loose packed and do not fit into a fitting tool; thus, they are not as safe to use.

If you are referring to a 50 mm border (negative space) between the flag and the frame I would suggest it be wider. The reason is 2 fold.
