Bear in mind the OP said he was going to be making 1 or 2 frames a week as a maximum, I don't see the issue with a mitre trimmer and sander. A Morso is obviously better, but size and cost are factors when you consider such low volume.

You can buy strips of flexible LED lights on ebay (and others), and a battery casing to go with it. I've only done it once, but it was very straight forward to do. It takes a lot of skill to get a good mitre on an electric sander - it is extremely easy to overdo it. I use one for making triangular frames, but they are unfinished, so I can make good afterwards. I would say probably a bit of each. Obeche moulding is often inconsistent like that. Or use a very small and slim plain square moulding around the panel, and then attach that with screws. You will end up with something looking like a St Ives Frame
