I would start by using the platform mount method to secure the pastel, no sticking down required. Is this going to be a short term display for some kind of specific event?
If so then presumably the canvas would be rolled up and taken away or even disposed of after the event and would not stay on the frame.
This could change the game as far as design of a stretcher bar arrangement is concerned

It's probably worth looking at the condition of the cutting wheels, they are easily replaced (available direct from Keencut) and I suspect will make quite a difference.
