"A grocery store owner is charging customers to browse after becoming fed up with people who enquire but don't buy.

What happens if they have a browse unaware and the refuse to pay up? What is the shopkeeper going to do? Call the cops?

What if someone comes in and then goes out again and comes back in. Does that count as two browses? Can you buy an all-day browsing ticket?
