The U.S. economy.
Couldn't resist passing this one on - a cutting from Life magazine I think. An American finance pundit was summing up the current treasury policies:- 'When a sewer bursts next to your house and floods the ground floor, you have two alternatives; repair the sewer, clear out sewage and start over. Or raise the ceiling. At the moment, the treasury is raising the ceiling'.
