I think you might have more success selling dust cover trimmers to customers in the USA. The use of paper dust covers in standard practice in the USA. In the UK the normal practice in to use backing boards and back sealing tape. I think you may find that there is a limited market for these is the UK. A few framers may still use this method for covering the backs of old antique picture frames in for repair, the odd oval frame.
I bought one each of these items below and have only used them about twice in about 18 years, you might find these a bit slow to sell in the UK. Trimming around an oval frame is not easy with any of these trimmers and as a result, most framer trim the edges by sandpapering against the back edge at the rear of the frame, which seems to produce the best result and presentation and of course most framers have plenty of sandpaper to hand.
