I have to string a largish oil painting with a heavy frame (160cm x 140cm). What would be the recommended position for the D-rings? Any other advice would be gratefully received.

I wouldn't use a cord or wire. I would make some cleats.

It has to be strung, but how far down from the top is recommended for a large heavy picture and frame?

I hang everything 1/3 down but be aware of hanging strain on frame i.e. make sure that the cord if designed for 2 hanging points at an angle like 60o and set the drings accordingly. I'll try and share a picture.

use strap hangers, with strap hangers you can attach higher up on the frame, around 1/6th of the way down, with screws and wall plugs in the wall
Remember to use bigger screws with bigger/ heavy frames

What does that mean? Can you please explain.

For normal hanging of paintings the 1/3 down the outside rail is very common.
For heavy framed pictures in museums a wire, cable or chains between the 2 vertical rails of a frame are not normally used. Anchor points for a frame can either be hidden behind the frame or near the top of the wall with cables or chains between the hardware on the frame and the wall anchors. Gigantic frames are hung this way.
The alternative is French cleats and s or steel angle iron under the lower rail of the frame.

In that case, strap hangers - rod (or cable) to each one. If only one rod/cable is permitted in this game, then perhaps a magical stong beam, connected to the strap hangers might do the trick. Strap hangers around 20% of the way down.
