I am currently looking at possibly buying the Charnwood M3 Underpinner.

I do the framing for a photographic studio and will be looking at doing public framing. The underpinner I currently have is a foot operated one but you hold it in place yourself and is proving to not be reliable.

As I have just bought 2 Keencut items budget is a bit of an issue.

Anyone have any experience of a Charnwood M3.

Sorry, never heard of it. I still use this hand operated Pistorius that I bought in 1983. Everything on it is massively over engineered and there is nothing to go wrong, and it is very small, most important in my tiny workshop. I don't think they make it any more though.
