Stupid question alert - linen slips

Er, do these go under or over the glass?
Before I get it the wrong way round......
Re-framing an old embroidery that had linen slips but no glass. The customer wants it re-framed in a similar way with new slips but now glazed, and I am wondering how to put it all together. They are letting me do whatever I think is needed.
The embroidery is rather 'domed' in the middle so I need to put a small spacer in somewhere I think to stop it touching the glass. But where?
This is what they want, the rest is up to me (nothing is fixed or finished so don't look too closely, just testing it out!)
