Mounting a small panel onto mountboard

I've got a 100x150mm painting on a canvas-type panel. It's no more than 5mm thick and very light.
I want to attach it to a piece of mountboard. I'm new-ish, it's my first time doing this particular task.
Client has said they are happy for me to glue and it okay that it may not be salvageable in the future.
I have a few questions:
What type of glue would I use? (I have a Lineco PVA glue).
Is silicon better - any recommendations?
Should I instead hinge this with tape (I'd follow that technique on the Lion website where I hinge it to the dropout board and then place that inside the window - but other tips welcome!)
