Problems with float mount.

I got a job in today to reframe an oil thats been painted on paper. The origional framer float mounted it onto standard mount board. The art itself is around 16 inches wide, the main problem is he used ATG tape instead of hinges and its going the full length of the art. The value of it is around €2,500. I told the lady that i would not attempt to get it off the mountboard and that I would try and get someone that might be able to help her.
This is where all of you come in, I think I need a Paper Conservator somewhere in Ireland one that anyone of you could recommend or have used before, or maybe some pointers in the right direction.
The paper that the oil is painted on is not a regular shape so it still has to be floated if it ever gets off the board its on now, cant use a mount to cover up someone other person's mistake, or should I tell her to bring it back to the origional framer and let him sort out the mess. I really dont want to try and get it off, its stuck fast, plust the paper its painted on is only as strong as the type thats used in notebooks.
