Do you know, I'd love to know the answer, I never know.
If you have them in, then they would take on the shape better?

OUT!!
If in they can make imprints on the frame (or whatever) and if only using one layer, if you put them in then the frame corners and edges seem to poke to the surface pretty much unprotected.
If using multiple layers on something that possible imprints is not an issue with, then it's not that important.
Anyway, the rolls come with the bubbles out, therefore if you put it on a table and roll it away it will leave a length bubbles down, for you to place the item on the flat side and that seems the natural way to do it.
Jiffy bags have the bubbles out

sometimes i think my collegue has too much time on his hands

get a grip, robo, there must be better things to do in your spare moments than take jiffy bags apart
as an aside, we also use corrugated cardboard off the roll together with bubblewrap - two advantages - easier for end user recycling and lower cost. And that foam that comes in emafyl boxes is a very good packing material.
erm. In.
ohhhh.. good game in that link there , in manic mode - very satisfying

I pack and shop lotsa glass, always have the bubble in.
The common sense reason that bags etc have the bubble out is that things don't get caught as much placing items in them.
When I make bags for carrying samples I have the bubbles out.
Robo's right, they can leave an imprint after a time (usually like glass paper interleave marking, that comes off similarly with cleaning).
Kev's right too, Robo does have a lot of spare time ! : )
