Can anyone reccomend some good chalks for touching up frames.

I've used lots of things for touching up frames but never chalks. Although it's one way I suppose. They are just loose powder in essence and need something with a bit of 'tooth' to grip onto. Using them with wax might work . Depends on the nature of the touch-up.

on the same theme - what's the best way for touching up the mitred ends on the moulding. I have some 'furniture' touchup pens but the black seems to look blue/purple'ish on some black mouldings.

For blacks I use a White board marker, it soaks into the bare wood but wipes off the finished surface because its water based,
I normally do a fine line around the cut edge before I join.
